The land in question is a VESTED LAND. That means it is not straightforward in terms of whether the land is owned by just chiefs/family heads OR the Government. The land is held jointly by both which is why they are called VESTED LANDS. So to get a lease, you need the CONSENT OF BOTH, with the caveat that Government doesn't lease its lands beyond 50 years. Chiefs/headmen may have different lease limits. So how does Afenyo-Markin get these VESTED LANDS for 99 years????
