Bouffalant spawns as far south as Washington DC - I've found it in Maryland, Delaware, New Jersey, Philadelphia. Not sure how far north of New York City you can find it - probably Boston and Albany at least.

Dude!!! I was literally in New York City on a school trip 2 weeks ago. During the Bug Out event, I got a shiny Wurmple, Tapu Bulu, Burmy and a Scyther! And I can confirm that the raid lobbies do fill up fast!!!
