One doubt in 71 question sir...due to High subsidence of air polar vortex weakening in winter...So in statement one said "strongest during winter"..hence statement one is wrong..is it right sir?

It is strongest during winter is right. But when these cold air at the surface level is spreading till mid latitude makes it weaker.

Sir in qn.no 71 you said polar vortex weakening during winter. I think it's weakening during summer and strongest during winter. Can you pls check it once sir?
