Obito was meant to guide Nagato to revive Madara, no need to gather the Tailed Beasts, for Madara will do it later. Though Madara didnt count Obito himself planning to be the savior and take Madara's place.

Looking back at relatively old anime When do animators decide to make scenes likes these look dull. Hear me out. Back stories are crucial and support the story arc, however compared to actual fights like Naruto vs Sasuke by the river fall or Naruto vs pain those indepth scenes where epic. But it drags and bores the shit out of me when it's the other ways around How the fight scenes support the back story first. This goes for the vast majority of anime in my opinion. Unless the style is all the same like those really old time animes with a solid story. One piece evolved it's style and look at it now. It's fluid and colorful even in depressing scenes. What gives? Dragonball super started colorful but it's drawings where dog shit. Bleach was dull and sharp in drawings and somehow they brought it back to life with new seasons of the last chapters. Attack on titan was colorful and sharp in it's drawings even during depressing scenes and it had a great story through out 95 percent of the series till the very end regarding erens choices and thoughts. Ehh Naruto for the most part dragged and the only beautiful fluid scene with great character was when minato faced off against Tobi. That fight scene only lasted like when 5 min with some dialogue.
