The sad part was if the folk were men he would not do that! This is the equivalent of a man with a large raincoat that walks around and flashes women. No different! He knew what he was doing when he moved into that apartment. He got it just for the sole purpose of doing what he does. What do psychologist say about what drives men to do this? I grew up in the Asia and am not familiar with this behavior, I never heard about it, but after moving to America it seems quite common. We even had a high profile case of a guy that would go to women living alone and pull his pants down and expose himself. He was arrested numerous times and in the end the police got tired of arresting him as they saw him as a bum. And then our city was rocked with single women being murdered in their homes of offices. This is why DNA first started to be used. The police and FBI were stumped as who was responsible. The FBI profiler said it was most likely a White male that worked or lived next to the State university, meaning a high functioning intelligent person. The murderer was eventually caught after a young man came home to find his mother being attacked. It turned out, as you guessed to be this exhibitionist. His name was Derrick Todd Lee. The day a young woman was killed, a neighbor in that same neighborhood had called the police to report him exposing himself to her and playing with himself. The police came by and as usual they had booked him so many times before, they asked him to leave. He was of mixed race but actually had more Native American blood. He actually had a wife and worked from time to time as a concrete finisher. His job allowed him to stay at a location in a neighborhood 'working' on a driveway while surveying the area without being suspected. Had the police arrested him for indecent exposure that last time, three women would be alive. The police and the city spent enormous resources to find the serial murderer. They were testing hundreds of men to see it their DNA matched. They focused primarily on the university, assuming him to very intelligent to have evaded them for so long. When someone reported seeing a white guy in a while GMC truck riding suspiciously in the area at one of the crime sites, the police focused on every while male with that type of vehicle. The ALU got involved as they were running DNA samples of everyone that thought was a suspect, they may have test every white male in the town with that vehicle and for a big city like Baton Route, that was a lot. Women were terrified to go out after dark. Sadly one victim, a young 20year old, had gone to the graveyard as she was distraught after losing her mother to breast cancer and had just been buried the week before. Her brother said that she had been visiting her mother's grave every day on her way home from her college classes. Tragically, her brother and father lost another member of their small family. One woman was a jogger who was very fit, but sadly not strong enough to fight him off. His victims were white and black. A woman in her thirties that ran an antique store did put up a good fight but sadly lost hers. Her mother fought hard for to him to be charged with capital murder which he was. And although she was diagnosed with cancer she said she wanted to live long enough to be present when he was put to death. Unfortunately he didn't live long after his conviction. He died a few years later at Angola State Prison.

Looking out the complainer's window, there's a large cityscape view, only one small part of which consists of the naked guy's window. It's easy to ignore. There are many other windows. Indeed, in order to see him at all, you really have to look closely. In fact, at 0:54 when the news reporter first opens the blinds, you cannot see which of the dozens of windows is the "offending" one. _At all._ I paused the video and looked closely and _still_ couldn't see it.
