Kakashi heavily underrated here. You rated him based on end of Shippuden when he was the weakest. As hokage without sharingan draining his chakra, he developed many new Justus including S-class. When it was stated that no one can put up a small mud wall for half a day, he put up the upgraded version, quartz wall, around the entire village for the whole day. Naruto commented that only Sasuke's lightning style can break that. He also defeated 50 jonin with just Taijutsu and a frying pan. People were impressed when Minato defeated 50 ninjas from hidden stone. And yes, only 50, not 1000 because in the manga, he arrived at the end of that battle when fifty enemies were left (not explained in anime).

I think Hokage Kakashi is stronger than Tsunade and Hiruzen. Hokage Kakashi still can perform the jutsu he copied with the sharingan. He now has good reserves of chakra and stamina, which he earlier didn't have due to his usage of the Sharingan, to perform those jitsu. Kakashi is arguably the smartest in the list of Hokage and his Taijutsu is impressive too. To compensate for his loss of Lightning Blade, he created Purple Lightning, which is more versatile than Lightning Blade. The only drawback that Hokage Kakashi has is his loss of Kamui, but until the War Arc, he never actually relied on Kamui too much. Besides, with the loss of Kamui, he actually got good reserves of chakra and stamina. So I think that Hokage Kakashi is stronger than Tsunade and Hiruzen.

Kakashi fought with pain and was acknowledged by pain himself. Meanwhile tsunade had to use half of her chakra before she could even talk to pain😂 And hiruzen against kakashi would be a tough fight as both of them can use 5 elements . But kakashi has the advantage as he has a sharingan and can see what signs hiruzen is wielding and launch a counter attack before hiruzen could even complete the signs.
