I feel this concept really does not work in Naruto as it does in DB, especially in the beginning, when it wasn't so much of a power-porn and skill still mattered. Kakashi for example is given at 250 in the beginning and with 9000 in the end. But the story gives no reason to think he improved this much. He was always infinitely out of Naruto's league in the beginning and just showed his strength when equal threats challenged him.

Actually this video is not accurate. Naruto Power Level at the begining is 45.5%, when returning he was 65.5%. Kakashi was 82.5% then 86.25%, Guy is 78.75% (even if it is said he was Kakashi equal), 81.25% for Asuma, 85% for Sandaime Hokage : Hiruzen Sarutobi, 87.5% for Orochimaru, 88.75% for both Jiraya and Hitachi (that is the maximum power level known for sure in the manga), above we don't know. Konohamaru is 65.5% at the end of the manga. Sasuke is 78.75% just after the time jump. For me Sandaime Hokage, who was far mighter when was young, may have been above 90%.

This is a very realistic power scaling in my eyes, but one thing may be not right. I don't think anybody in Naruto ever reached the 10K power mark, why? Vegetas first Gallick Gun hat the power to destroy earth if Goku did not respond with a Kamehameha, Vegeta had a Power Level of 16K. I don't thin anyone in Naruto has the power to destroy earth. But yeah I understand that Naruto is more into Jutsu and Gen-Jutsu and stuff so hard to compare

Madara was holding back even he was overwhelmed he just don't want to waste his time on fighting, if he was interested defeating everyone he could've done that long before but he actually wants to put everyone in illusion. Madara never fought anyone seriously except Hashirama.
