Minato sealed the Nine -tails by spliting him in two , the yin part was taken from him and the yang part was inserted in Naruto which means the two had 50% of Kurama's power but the Fox nothing with his half Yang was incredibly powerful when he was only at fifty pourcent of his power . Minato himself felt it gone by sealing the yin half inside him . He knew the load would be too heavy for a small human to carry her that is why he split the devil in two .

I don’t think there was an Uchiha that lived in the village with that sort of skill. Even then, there wasn’t enough time. Minato would have had to be running all over the village looking for the right Uchiha when they would have already evacuated from their homes or even killed already by Kurama.
