TheSuperNaruto96 I doubt it would happen, they were in the files at one point (not sure if they still are); but they probably just didn't make the cut (plenty of games have that happen, most bigger games like Skyrim or Dark Souls have HOURS of cut content) If the remaining ultimates end up happening, they'd have to be DLC simply because they weren't finished in time, though I really doubt it'll happen (Ten-Tails Obito is definitely a possibility though)

Now if Namco Bandai wouldn't always freaking stress CC2 THE HELL OUT over yearly release dates and cash-ins, i am certain we would get the most fangasm worthy experience we could imagine - for EVERY character deserving it and not the ones they can finish on time. Sakura only having two Team Ultimate Jutsus doesn't sit quite well for me, having one more would have been nice, being paired with Ino since she's Sakura's best friend. Naruto and Sasuke have one together so it would be fitting if the same happened to those two. Also, I'm a bit disappointed that Team 7 doesn't have a Team Ultimate Jutsu with their respective master. Maybe a DLC could happen...
