Yah, Kishi has a problem with most, if not all, of the female characters in Naruto. They're 10% power, 5% single personality trait, and 85% defined by the men in their lives. Tsunade by her losses (Dan, Nowaki, and Jiraiya). Hinata = shy + loves Naruto. Sakura = angry + loves Sasuke. Temari = standoffish, being the kazekage's sister, and Shikamaru. Kurenai was there to get pregnant by Asuma. Nearly every single woman in the show is like this, if they aren't there to be background characters. The only exception I can think of is Sakura's friendship with Ino, and it nearly always fails the Bechdel test... Sakura especially gets saved or paired up or generally shoved in the direction of Kakashi, just because she's otherwise just floating doing nothing most of the time in battle. It gets utterly ridiculous. Even in this movie, later on she's just hanging out with Kakashi while he's on the floor. Because Kishi can't think of anything else to do with her.
