Kurama, more commonly known as the Nine-Tails, is one of the nine tailed beasts. Centuries of being regarded as a mindless monster and sought after as a tool for war caused Kurama to hate humans. After being sealed into Naruto Uzumaki, Kurama attempts to maintain its cynical perspective about the world, but with Naruto's insistence on treating it with respect, the fox overturns its hatred and willingly strives to use its power for the world's salvation.

Its one thing to debuff Naruto and Sasuke, the show doesn't resolve around them anymore. But a full on nerf??? Sasuke losing his rinnegan and Kurama flipping dying???

The were nerfed before that as well Naruto and sasuke mainly relying on taijutsu and ninja tools. And even with Kurama having double the power he did when naruto used stage 2 Nine tails mode in the war due to him getting the Yin half of kurama it seems like his power got cut in half instead

they did it because naruto isn’t the protagonist and sasuke isn’t the antagonist anymore, they wanna move on from naruto and move onto boruto. that includes new characters obviously
