He's improved over the past three years, plus getting a chunk of money invested in a team means they can do more analysis for setup. He's not one of the all-time greats, but he's not a bad driver.

Since when late in the race the flag indicates when the caution came out? I feel bad for Parker but ultimately that's the rule it's done electronically. Not the flag or scoring loop. Even if NASCAR said that yes he was past the finish line before the caution came out they still would be some backlash. Not as much as today but still you have people winning about not seeing a green flag finish.
