The point of dubbing is when you want to make those people listen who are alien to that language. In this scenario the dubbing artist is using almost 50% words in english which clearly shows that the producer doesn't care that it should reach to the rural part as well. Let information flow and to democratize it use proper dubbing and not a hybrid solutions.
