it'd be wise to have three Air Force One, two new B747-8 & one existing B747-200B . . . keeping one of existing two VC-25 operational as backup would be a wise decision . . . agreed it's old & maintenance is a big issue due to its age & as a result unavailability of spares & parts inspite of a strong MRO inventory . . . in this tech driven world the analog VC-25 might just prove to be a lifesaver when you need it the most, but hope it'll never come to that . . .

Actually that's what the Trump adminstration did back when they were in power to induct the aircraft (which as they pointed that was sent back to Boeing from Russian airline company as it was going to be bankrupt back then) and he may keep one of the existing air force running and the other may retire and donate to the museum for display as a memoir and will place a new 747-8 in place of it as backup(2 new 748 where one to come along with as backup whenever the president go for an official international visit and other as spare if both are having mechanical issues where the existing 747 may take their place)... Let's see what new govt that's going to be sworn in coming year will do in upgrading their air fleet..
