National Guard air assets (C-130s, Blackhawks, etc.) are involved in direct firefighting efforts. The rest of the National Guard aren't firefighters. They are there to provide a presence and hold control points.

@ National Guardsman are (among other things) holding static points that law enforcement personnel would otherwise have to hold. That frees up more cops to be proactive with evacuations, conducting anti-looting patrols, escorting residents to homes, and other more dynamic type of work. The NG is a relatively cheap and easy way to get more state personnel to a scene for high visibility and to free up cops. It's not glamorous, but support for local authorities in times of crisis is one of the NG's main functions. As for firefighting - yes, only fire fighters can actually combat the fires. Everybody else (cops, NG, red cross, water and power, etc.) is really just there to support them or work an area after it has been extinguished.

The military take overs began in 2017. I'm in the Sierra Mtns and have seen too much over the last 10 yrs. Near North Fork Ca were many fires, far too often and in 2017 The Heavily Armed Military Presence was first used on a small fire, The Mission Fire. They bristle with arms. Everyone is in body armor. They told me I couldn't use the main road, where only 30 or so people live. We had to use a 25 mile detour. Just because. And when Paradise burned it got wild. Our home didn't burn. We sold. And Now every time something happens here comes the Law. But LaLaLand does have real crime issues. Lahaina was a hoot. They take over and you won't like it
