They have different parents. Mikasa is only Japanese due to her mother who is not of Ackermann blood. The Ackermann bloodline itself is likely German. So she’s likely half Japanese and half German. Regardless, her Asian heritage is a crucial plot point and is her more obvious feature. So she’s listed as Japanese regardless of the fact that it’s only 50%. Most of the characters are likely a mixture, but it’s not like we know the DNA profiles of all the fictional characters. So instead most of the characters are given their nationality via their last names which means we are technically only basing it off half of their bloodline.

Isayama built his characters with personalities and cultural traits from different countries, then took surnames related to them, but not necessarily. For Ackermann, it's common in France too, in the eastern part of the country, in Alsace-Moselle for example. My college french teacher had the name Ackerman, for example. Levi could well have been inspired by Napoleon because of his size and the fact that he is extremely strong (I guess I don't know, it's a theory). And you can find personality traits like being a maniac etc “trash talk” is a pattern that often comes up in anime when it comes to France lol.
