I slowed it down to 0.25 on both angles. Looks like it hit the ground then his pants (or leg).

Yep. That’s why it’s a live ball. The correct thing for the batter to have done was to take off for first as soon as he hit the ball. The Phillies correctly reacted immediately because the umpire never signaled that it was a foul ball. Even if it hit his leg first, he’s still should’ve started to run since the ump never signaled that it was a foul ball. But that’s why the Nats are in last place.🤷‍♂️
