Pre-ministerial press conference by NATO Secretary General Jens Stoltenberg ahead of the meetings of NATO Ministers of Defence, 14 February 2024.
Previewing this week's meetings of Defence Ministers, Mr Stoltenberg announced that since the Defence Investment Pledge was made in 2014, European Allies and Canada have added more than $600 billion for defence. In 2023, we saw a real increase of 11% in defence spending across European Allies and Canada, which the Secretary General called an “unprecedented rise”. He added that he expects 18 Allies to spend 2% of GDP on defence in 2024 - a six-fold increase since 2014, when only three Allies met the target.
“In 2024, NATO Allies in Europe will invest a combined total of 380 billion US dollars in defence. For the first time, this amounts to 2% of their combined GDP," said Mr Stoltenberg. He added: “we are making real progress: European Allies are spending more. However, some Allies still have a ways to go. Because we agreed at the Vilnius Summit that all Allies should invest 2%, and that 2% is a minimum.”
In 2014, NATO Allies in Europe invested 1.47% of their collective GDP in defence. That figure has risen steadily over a decade, and will reach 2% in 2024.

Good morning.
Defence Ministers will meet tomorrow as we prepare for the NATO Summit in Washington in July.
At last year’s summit in Vilnius, we took major decisions to further strengthen our deterrence and defence.
Now we are putting these plans into action.
This requires investing more.
And we are making real progress.
Today, I can announce our latest figures.
Since the Investment Pledge was made in 2014, European Allies and Canada have added more than 600 billion US dollars for defence.
Last year saw an unprecedented rise of 11% across European Allies and Canada.
This year, I expect 18 Allies to spend 2% of their GDP on defence.
That is another record number.
And a six-fold increase from 2014, when only 3 Allies met the target.
In 2024, NATO Allies in Europe will invest a combined total of 380 billion US dollars in defence.
For the first time, this amounts to 2% of their combined GDP.
So we are making real progress.
European Allies are spending more.
However, some Allies still have a way to go.
Because we agreed at the Vilnius Summit that all Allies should invest 2%.
And that 2% is a minimum.
At the ministerial, we will also discuss further ramping up production of ammunition.
In the past few months, NATO has agreed contracts worth ten billion dollars.
And just this week, Germany launched construction for a new ammunition factory in lower Saxony.
At full capacity, it will produce around 200,000 artillery shells per year.
We will also review progress in fully resourcing our new defence plans.
Right now, we are testing these plans through exercise Steadfast Defender:
the largest NATO exercise in decades.
With approximately 90,000 forces from all 31 Allies and Sweden.
This is a clear demonstration of our capabilities.
We can never take peace for granted.
But there is no imminent military threat against any NATO Ally.
NATO will continue to ensure that there is no room for miscalculation in Moscow about our readiness and resolve to protect all Allies.
This week, we will also hold a meeting of the NATO-Ukraine Council,
And a virtual meeting of the US-led Ukraine Defence Contact Group.
Both of these meetings will focus on our support.
We continue to help Ukraine move closer to NATO standards on everything from procurement to logistics.
And Allies continue to make major deliveries of weapons, equipment, and ammunition.
This support makes a real difference.
With our help, the brave Ukrainians have retaken half of the territory that Russia seized,
Opened a corridor in the Black Sea,
And are inflicting heavy losses on Russian forces.
NATO’s support is an example of true transatlantic burden sharing.
I welcome the recent decision by the European Union on a major new package of aid.
And I count on US Congress to follow soon.
This is not charity.
It is an investment in our own security.

Jens Stoltenberg must stay for another period. Now is defenitely NOT the time to make big changes in the lead of NATO. I am really grateful of the work he is doing.

The Secretary General acts as the principal spokesperson for NATO. He does not 'lead 'NATO nor makes any decisions regarding NATO's policies or actions.

If those countries also invested 2% in home sourced energy from renewable or nuclear sources. Russia would be bankrupt and have no money to fight in a very short time. At the same time we would have secure, cheap and clean energy. This would empower our manufacturing sector and highly skilled jobs bringing in more revenue for proactive health care to avoid the illnesses that cripple our people health services. The Nato alliance is the world's greatest defensive organisation and the EU and USA are the world's greatest economies and that's what terrifies Putin and the oil powered dictators. Its time to love who we are and appreciate our home nations and people. The Western Free Democracies are where everyone wants to live and raise their children and we can work together to make the future our greatest success. We must work together though as division is our true enemy. Be Proud and stop lowering your head. Stand tall and together.

Belgium is a perfect example of this problem. They've severely underinvested in their defense and they are shutting down their domestic nuclear power production.

We are already working on an alternative energy source it is called Nuclear Fusion. Scientist have already reenacted such energy at 150,000,000 degrees. Hotter than the surface of the sun.

Dependence on Fossil Fuels is a Security Risk in 2024. And completely unnecessary. The USA has massive solar and wind capacity - basically untapped. You could end the oil business almost overnight if you wanted. And completely change international dynamics in the process. Oil producing nations will need to figure out another way to get buy - as the free ride - ends.

What takes so long to produce shells? 200'000/year seems low, given they are used at a rate of 10'000/day in Ukraine. Serious question.

This is 200,000 shells IN ADDITION to current production levels. But those figures are opaque and, in many countries, classified.

I am confident that if whole Europe stands united, even in an event of an eminent conventional warfare or so with Russia, they can easily overcome Russians. This is because, they have financial, and military superiority to Russians as each country has it own robust economy and military backbone, this is evidenced by Russian approach in Ukraine and still continues digging into Ukraine for almost 3 years, and still going hopelessly as just in one country of Europe. Also other countries will not leave Europe on their own for their own interest in that situation/matter. I hope and wish a peaceful solution for the current world-spotted regional conflicts and or in any other future global turmoil.

The more airpower and ground support aircraft supplied the less the Ukrainian ground forced will depend on artillary and shells.

This current Secretary General is NATO’s greatest asset and imperative that he is retained in his current position as long as it takes to achieve a suitable replacement who share his current views and not afraid of Trump or Russia.

As always Jens Stoltenberg talks and answers as a top diplomat, makes right remarks, i feel safer with him at the NATO wheel. Maybe NATO needs to hire F1 team to produce ammunition, air defense system, etc., they can do it fastest, no doubt, as they did with respiratory equipment during the covid pandemic.
