Point of fact, IF a US Sub surfaced in the middle of any fleet it would be on purpose and the best response would to be to find out what is going on. The sub could have destroyed that fleet without showing itself, but did not. If there is one US sub present there is another nearby and that means that the fleet is already in the crosshairs of two of the most powerful warships on the planet.

A US sub breaching within a Chinese fleet does not escalate. While massively embarrassing, the submarine is LESS dangerous surfaced than when it was submerged. A detected US sub submerged near a Chinese fleet is much more dangerous for all around. Edit: All the additional PLAN activities makes for good intelligence.

This type of US Navy strategy isn't anything new. As an vet and previous ship scheduler of Atlantic coastal ships, I heard of many such events. There was one where a sub came up at dawn in the middle of a Russian exercise of ships. They do it to us, as well. It shows strength but also gives an idea of the opposition's readiness in how fast they can deal with such an event. I can say this only because it's been so many years ago.

While a undetected US submarine surfacing in the middle of the adversary's surface fleet will would definitely cause excitement to that fleet (both positive & negative), unfortunately there are only a few scenario's in which this would manifest. Surfacing in the middle of a peer surface group create its own problems. For one thing a sub can be ran over by a Chinese ship in the middle of maneuvers. Also, now that the submarine exposed herself, the Chinese will record every acoustic noise the sub makes and will now become part of Chinese database for subs.

it would be WeaponsGradeStupid for a US sub to surface amidst a Chinese carrier group. Once surfaced, the sub is completely vulnerable, and has lost the element of surprise. Cannon aboard the escorts could rapidly rake it with shells. If the sub tried to get away, escorts or anti-sub helos could drop torpedoes and depth charges on it before it got deep.
