There is more to come, perhaps her arc isn't anywhere near complete yet. Some characters also just have bad luck in life, and Waheeda seems to be one of them. In a way, her character is developing, in the sense of her attitude worsens as time goes on, and her humiliation and betrayal through time contributes to that massively.
