I think it is basically the only way to have trust in a deal. So the Republicans want better border policy/laws, and the Democrats and President want more money to Ukraine. If they hatched a deal involving separate bills for each issue, one bill would have to proceed another. So lets say the border bill goes first, and the Republicans get what they want. But when it comes time to do the Ukraine bill the Republicans (only takes a handful to rebel) renege on the promise and sink the bill. So to ensure both sides get what they want in a political deal, they wrap both issues into a single bill that passes at one time. It is not the way things should be done. Not least because the bills end up being so huge nobody has the time to properly read through all the consequences. It basically becomes governance via a handful of politicians (who hatch the deal) and an army of bureaucrats that actually write the bill. It just becomes a Washington political machine bill.
