If I recall correctly, SPI agreed to pay the US Government (the Forest Service) $100 million dollars for suppression costs and damages to surrounding Plumas National Forest land. They essentially paid up without admitting guilt. Since the fire was allegedly started by the dozer operator/contractor, a Federal Court held that SPI could be held liable even if it could not be proven. SPI then agreed to pay up, settling the Federal case.
