You have to remember the over arching goal of Trump's existence is to raise his status and image. He NEEDS to be seen as the ultimate "big shot." But Trump was born on 3rd base with a silver spoon in his mouth. He's never had to perform for anyone to raise himself up, so he can't raise his image through acts of service like Ronald Reagan, JFK, or Barrack Obama. The only avenue Trump has, to make himself look better than others, is to put others down. He believes if he can sling enough sleights at everyone else, he'll eventually be seen as "king of the hill."

When the FAA administrator, Mr. Michael Whitaker, resigned from his position on January 20th, He left the agency without a Senate-confirmed leader leading to a quiet crisis and he told a Congressional panel he attended at that time that, "fines were the only tool we have to get compliance on safety matters."
