They were referring to opening all lanes, each direction of the highways. They leave one set of Lanez open for first responders to travel in both directions. The other with evacuees, hope they got out in time as their zones were called. The lazy ones risk turning those evacuate lanes to a parking lot jam, burning up gas and going nowhere.
