The historical context of Haiti's debt is indeed tragic and significant. After Haiti gained independence from France in 1804 following a successful slave rebellion, France demanded reparations for lost property, including slaves and land. This demand was backed by the threat of military invasion. Under the threat of reoccupation, Haiti agreed to pay France 150 million francs in exchange for recognition of its independence. @@minidishJapan had 2 atomic bombs dropped on it and was forced to pay war reparations. The price of blood and treasure in the civil war was astronomical. Not to mention much of the south was in ruined. Russia and China both became communist nations and killed millions of people. You can recover, but you have to have political will and determination. What we are seeing today is hardly because of colonialism. On top of that this nation has received billions in foreign aid.
