The island even when it receives a lot of funds from the US, does not have total control of the funds so many times these funds are given to contractors on the basis of their relation to the federal and state governents. They might be expended without being effective.

Yes, the money was set aside but before FEMA hands any of it over, PR. has to write up a long report indicating what is the project they are going to start. After that, FEMA takes between 3 months to 2 years to approve the project and hand over the money. It takes so long since FEMA must make sure no environmental problems or historical buildings are damaged by the project. Its called bureaucracy. Also, it seems at times, once the project is approved that PR. has to pay for it and then FEMA will reemburse them. Problem is PR. does not have the money. Its kind of like a catch 22.

It's sad and heartbreaking, they say its a failure in the infrastructure but they've been saying the same thing every time power out, for more than a year, where I live they leave us without power every week for more than 8 hour a day, countless frozen foods gone to waste, we went through 3 fridges in 2 months, and now our brand new washing machine broke down after 2 months of usage, I have family members that come to our home to wash their clothes because they washing machines broke down because of the power outages and they always tell us its a failure they're working on, oh and in some places if there's no power we'll have no running water, si there's that. And now they're going to raise our electricity bills again. It's and injustice what we are living here.

There was a plan to set up a power plant to burn garbage. Price tag $500 million. People protested. Nothing came of it. The island government owns the transmission lines and power plants. The island government had bids to find someone to manage them. Of the few that actually bidded for the transmission part only one was accepted after two companies joint up (they became known has LUMA) to get the contract since separately they would not get the contract. LUMA is 50/50 owned by Quanta Services (from Texas) and ATCO (from Alberta Canada). Quanta main chairman is worth $305 million. ATCO chairman makes $7.1 million a year and has $34 million in company stock. The company contracted for 10 years to run the power plants is Genera which is owned by New Fortress Energy of New York. This New York company was close to bankruptcy.

This is disgusting! The US is responsible, if this country cannot take care of its territories why is it claiming possession? There should be a bare minimum that should be the standard of living for all residents in US territory and adjacent status nations like federated states of micronesia. God forbid if we get attacked, we won't have enough weapons to defend ourselves 😔 The IRS has been hacked by China. But Biden floods our country with Indian and Chinese visas to work tech jobs with access to sensitive data so that companies can have cheap labor. The Democrats cry White supremacy, while forcing US citizens (40% non White) to subsidize the EU. While trying to force EU economic models on us. Biden accepted oil from Venezuela in exchange for diplomatic immunity for Chavistas. If you have ever been cheated on, then you know what's happening in our government.

@stanford-nf4jk i was saying that there's definitely some PR electricians living in the states that can go down & help out, as much as they be hooking up illegal electricity up here. And obviously, i know they're U.S. citizens. I was just saying to the ones that got something slick to say about FBA's not creating hip hop. They better focus more on what's going on in PR than that.
