We heard the warnings regarding this storm in Arizona and all over the US. There was a mandatory order for people to leave. They didn't choose to do so. No blame game if you stayed behind. I saw some interviews of people who lost their house and business in the hurricane, they were like "We'll rebuild and move on." Then what? It gets destroyed again 3 years later and you rebuild and move on again? Maybe take that insurance payout and build much further inland.
