To compensate for the curve sections of the track. Outer lanes are farther away than the inner lanes. So if they all start on the same starting line the runners assigned on the outer lanes will have more distance to cover than those in the inner lanes.

Indoor track is a 200m Track while outdoor track is a 400m Track
