At a news conference on Parliament Hill, Charlie Angus, the NDP ethics critic, discusses information contained in documents related to the federal government's now-cancelled agreement with WE Charity. The documents in question were released to members of the House of Commons finance committee on August 18, 2020, the same day that Prime Minister Justin Trudeau announced that the 1st session of the 43rd Parliament would be prorogued in anticipation of a throne speech to be delivered on September 23.

According to that belief , and Charlie Angus being a white male, he would be considered to have had the least amount of oppression in his life and therefore should be afforded least amount of opportunity. A transgendered woman of colour with a physical disability would be much higher up the ladder of intersectionality and therefore should be afforded more opportunity. In other words, perceived victimhood has become a more important qualification than...real qualifications.

Is Minister Chagger that powerful as to enable the We agreement on her own? She is just doing the job her boss expects of her - the boss that remains behind the scene/under redaction, the boss who claims he is not involved in decision procedures though his staff/PMO (Ben Chin) is 'on his behalf' (as evidenced in documents not redacted). Of course the big boss doesn't need to do the work in practice - his assisting staffers assume such work in reality.
