Beast gohan could still one shot him with a blue card lock and element neutral so beast gohan is still top 3-2 and it’s crazy it took this many months for beast gohan to start falling off not that he has fallen off but you can see the power creep starting to come with the monthly ultras etc. All it took was a goated green unit

So after x number of landed strike/blast, that meter fills and then on your next landed strike/blast you get a main ability special card. Also, his strike will charge through blasts and still land (assuming no vanish and he lives)

Ultra shenron is outdated, he's bad, and ultra Broly also fell off but he's somewhat usable, Ultra Hit would be a better option with blue Zamasu instead of broly
