Talking Rubbish is part of the 'Neat Streets' campaign that uses the latest thinking on behaviour change and awareness raising from around the world to trial a new approach to tackling littering on Villiers Street, Westminster.

Why don't you just give the bins a score board thing, so people will save their trash to try and get the highest score.
