For text editor, you can use nfs binary, no need of hex editor.

For now, no. Because: (1) The mod was made using version 1.0 of the game, and I don’t know if it works with version 1.1 (it should work, maybe). (2) There are some issues that need to be fixed. I’ll try to make it available for download once I’ve resolved part of these problems.
