The game very smooth if playing at 60 fps but this is not recommended because the game updates 60 times per second cause a lot of bugs like the car slower, pursuit tech faster, etc,...

That's a beast! You don't need to include 64bit since rtx 3090 needs a 64 bit system. Anyways, you can see from the money spent that it's gonna be easy to run at 4k. Also when specifying the core give more details. Ex: core i7 13900k (Press ctrl shift esc, then click more details then performance, and the whole number in there core section is the important thing)

Game has always been locked at 30fps same with nfs the run. There is a 60fps patch, but I wouldn’t recommend installing it because the game is gonna run weird.

@@budyrahman1736 For the most part it runs fine at 60fps with the -GameTime.MaxSimFps 60 -GameTime.ForceSimRate 60 added to a shortcut etc but there are a few timed races that will show race abandoned screen and it kicks you out the race, thats where you have to keep switching back to 30fps so for me its not worth bothering
