from my experience,, the second knob is to set some tension so when you loosen the 'main' knob, the camera will not flop. (i could be wrong) i ordered the same head and am waiting for delivery.

Hello i think this has two locking knobs to make it easy for Left handed people ( i all so have this ball head )

Good and bad video. I bought this ball head couple of weeks ago and really like it during my many uses of it.
