I never knew that this guy voiced Scooby in the live action movies until today, I always thought it was still Frank Welker doing the voice, when Frank passes or retires from voice acting this should take on the mantle.

Not really, Neil could have been a voice reader for Scrappy on set for the first movie, but in the final film he was voiced by Scott Innes.
