Talent and hard work, and more of the latter than the former. It's the only way. Occasionally there is born some magic talent (James Brown and Prince for instance, even if you don't like their music) but even for them it was hard work that payed off. Hours and hours and hours of practice and then hours and hours and hours of putting the practice to use. Especially for vocalists the technical stuff is important, because if you do it wrong your vocal cords gets messed up.
