He's "Dressed as Goblins" in the sense that he's not a "real" Goblikon, but despite this, he's the Goblikon that the old man seemed to love the most, so he's the realest Goblikon in that sense. They picked on him for being different but they also had some resentment, probably from the attention he got. Everyone's merely dressed as goblins. Life really is a fucking joke, and then we all explode, whether in the more overt and literal sense of telekinetic head explosions, or in the subtler and more realistic sense or a heart attack that kills you suddenly out of nowhere.
