@akaNemsko 'rescuer' guy is clearly not a building's sceurity guy, but probably a pro climber hired by police/fire department for high altitude rescue missions all around the city. Building security jobs are not that highly paid and hiring 2 or 3 (holidays etc.) pro climbers to do security would have costed an owner a small fortune which doesnt really make sense for an off chance somebody needs rescuing from high up. Their skills would have just gone to waste majority of the time.

It's not a security guy, in my knowledge, it's one of the firefighters, who is also specialized in such rescues. He wanted to attach a rescue line to the climber, but the climber, Marcin Banot, didn't have any harness though.
