The dialogue is the funniest shit in the game. Sometimes I would get tired of gameplay, but keep going just to get some more interactions. I can't see it as anything but intentional. Just as you laugh when meeting edgelords and non-ironic weebs online you do the same in Neon White, it's great.

If you don't find it that funny, that alone isn't grounds for criticism. if you were criticizing it for not having an option to skip all dialogue, that'd be more reasonable. But, frankly, any self-serious story you try to write in the context of this game is unlikely to be good, so it may as well be something fun the devs wanted to write. Personally, I much prefer this to some bland self-serious story I'm not invested in one bit. Too many games waste my time with tropey poorly developed stories that do nothing to serve the gameplay.

(the crux of your argument is also an assumption that the writing is simply bad, which is one of the most subjective arguments anyone can possibly make) Also, parody doesn't operate on punchlines. The dialogue is great, because it specifically pisses off the kinds of people who unironically use the word "cringe." It could've been more like Furi, where there's almost no story except one dude talking cryptically at you between each boss fight, but there's a different kind of appeal to goofy, cheesy dialogue between an hour of replaying the same parkour trying to shave off 5 seconds.
