I think it's supposed to absorb and disperse the impact of a blaster bolt to the degree where it's not lethal, but still renders the stormtrooper unconscious. This was not always the case however, in the clone wars era the Phase 2 clone armour was not as durable as it was post-empire since a blaster bolt could pierce the armour quite easily but instead render the clone injured (depending on the area of impact) yet still conscious and thus able to fight for extended periods of time.

Both types of armor were made of plastoid composite plates. Which are made of plasteel. A very durable material but does not stop a blaster bolt only makes it less deadly.
