I agree that the claw hand is a permanent position of the hand at rest. Is it supposed to be seen only if when there is an attempt to extend the fingers?

yes! conflicting information on the claw hard. @1:30 he mentions the claw disappears when extended. Then @6:34 he says it appears when extended.
