Would netting like this be a viable way to remove common carp in an infested inland lake?

Would a good stocking program help? Is there a reason we don't have a better stocking program? I can imagine it might be true that a fish stocking program would have to be overseen by a government agency - which is often not well-funded, thus making "farmed" fish (inland) and imports more cost-effective. However, might this be a short-term problem? Once costs were better understood, this could be a viable, and high-quality jobs endeavor. The corrollory effects - boat sales, maintenance, processing, etc., would be lucrative too. Maybe.

I ran a fish farm, here on the Canadian side, very large one , it makes no sense kill fish to produce another fish, and very environmentally unfriendly, I'm gone back to commercial fishing
