Thank you! This worked for me as an update of Windows 10 (rather than a clean install) but only when I downloaded the version of Win 11 with exactly the same language that was present in Windows 10. So English (US) not English (International).

I did the second option so create media on a external hard disk. Installed it on a 10 year old hp laptop and works perfectly.

I get Powershell saying it doesn't load commands from the current location by default. But it works after adding .\ at the start
