Do we block the particular service of host based on its mac address? because if we blocked through ip address there is possibilities that host got different ip through dhcp or host manual changed their ip. so if we blocked service through their mac address it will never access blocked services.

Yes, your concern is absolutely right brother but a normal user can't change its ip address in corporate networks only network admins can do that. And yes, there are different provisions to protect the access using mac addresses which will be discussed in coming videos.
