At the time, Universal owned the footage that Spielberg shot for his film Duel. So in future films, Spielberg had it in his contract that other shows could not use any of his work or film, without giving him a percentage or asking for permition too do so.

It wasn't exactly ripped off, some of it is "recycled stock footage" of Steven Spielberg's Duel movie (with additional material included for the TV episode). Spielberg did find out, and was not happy, but he couldn't sue because Universal studios own(ed) both Duel and the Incredible Hulk series at the time. As a result of this, Spielberg insisted that all future contracts have a clause designed to protect his films from being used as stock footage in any form without his knowledge or prior written consent.

Actually Spielberg who made Duel noticed. But Universal owned the film and all the extra footage that was cut from the movie. And since Universal also owned the hulk , they used the cut footage. After that Spielberg made sure it was in all of his contracts that he owned all footage on all of his films.
