I think its a very useless move, honestly. It can be used for good set ups in the korner but this would only work against a noob. Pretty most characters with teleports can escape it, or maybe a roll. Wake up attacks even defeats it

Imo it's not so much they're that much worse than normal fans, they're just not worth a slot tbh. Warning: essay ahead. I think one thing that would make MK11's variation system even more experimental and complex is to make certain abilities that replace other abilities not cost a slot, and just let you choose between them. Like Kung Lao's Vortex vs his Spin, Jax's Lethal Clap vs his Gotcha Grab, Jade's projectile reflect vs her projectile immunity, Terminator's regular ion grenade vs his shotgun, Sub-Zero's cold shoulder vs his slide, Raiden's Electric Burst vs his anti-air armor breaker, etc. Dancing Fans is a great example of this. (Some "replacements" obviously should still take up space, like Kotal's launcher and Spawn's charging hellspawn move, but I think Spawn's low chain projectile is an example of a move that's really strong but the move it replaces - his restand - is so good that giving it up is already a big calculation. It all depends on the relative effectiveness of the custom move vs the base move, and also how they accentuate the rest of the moveset. Like, Joker's bf2 that he gives up for Kapow is a really solid move, but still, letting people use Kapow on top of 2-3 other custom abilities would clearly be busted as fuck. That's just one example.)
