People are saying it's sped up and subwaysol is saying it's not. This latest patch notes i feel like everything got an increase in speed heavies and lights. I'm not sure but that's what it feels like to me

it just drops like every other normal armor piece, i don't know how amount of rep it requires but everyone can get it, just by playing or can drop from crates
