When it comes to the custom characters, believe or not, but the characters can be added on top of what ctgp itself adds. Just place the .chpack file of one you download off of game banana or smth and it's added.

Yes. The mod-pack is called CTGP-7 and can be played on any 3DS system and the Citra Emulator!
