Hello, then in this case, no need to apply for DOV. You can directly apply for visa with the mail from Kolkata where it's mentioned no need to apply for DOV.

Hello, for DOV you need to go to Bangalore Jurisdiction and for visa you need to go to Mumbai jurisdiction.
