IronMan is a legendary that require 90 mini uniques for G19... and he's the most useless character in the game. Blackbolt's kit is way too fun for him to be out of the meta this long.. especially as a legendary character. I'd be happy with reworks for both of them.

They need to introduce the Phoenix Five into the game.. Colossus, Namor, Magik, Emma Frost, Cyclops all Powered by the Phoenix force... Having those characters reworked to boost what they are already would be nice... Plus they need to release the rest of the Eternals too...

If they don't rework black bolt with half of the new characters having revives, it's an insane miss unless they make this like another sinister 6 kinda situation where there's too much flexibility.
